Early life

Qin was located in the west during the Warring States period, and was sometimes seen as backward by the Central Plains countries. In order to increase the power of the country, Duke Takao sought talented people and placed high value on Shang-kun, who had come from Wei.

Achievements

He supported system reforms that placed emphasis on titles based on military merit, family registers and consortiums, and agriculture and the military. Reforms suppressed aristocratic privileges and strengthened the system in which the state had direct control over the people and land.
