Born into the Capetian royal house, he inherited a French monarchy that was becoming more organized. With the royal domain and bureaucracy behind him, he was positioned to tighten control over nobles and the church.
Facing financial difficulty, he taxed clergy and entered bitter conflict with the pope. He summoned the Estates General in 1302 to gather support and helped create the course leading to the Affair of Anagni and the Avignon papacy.
Called the Fair, he nevertheless pursued a cold and practical politics. His suppression of the Knights Templar also shows his effort to bring religious authority under royal control.
Philip IV's reign was a turning point at which the papal-centered order of the high Middle Ages was pressed by national kingship.
