Biography

Early life

He grew up as a bureaucrat in the Tang Dynasty and moved to the center of politics at a time when financial reconstruction after the Anshi Rebellion was an issue. The old tax system based on family registers and the kenta system had become difficult to respond to social changes.

Achievements

In 780, a dual tax law was implemented in which taxes were collected twice in the summer and autumn. There was a shift towards taxation based on the actual state of land and property, and this became the starting point for changes in the tax system from the late Tang to the Song dynasties.

Character & anecdotes

Although Yang Yan's reforms were groundbreaking, he was overthrown and executed amid political conflict. This shows that even if institutional reform is successful, the reformers themselves are not necessarily protected politically.

Historical Impact

By studying Yang Yan, we can understand the decline of the Tang Dynasty not simply as a military revolt, but as changes in the land system, household registration, and tax system. Both tax laws represent a major turning point in China's fiscal history and mark a change in the way the state views society.
